Add is_create parameter to RefreshMatviewByOid().

Browse Source 
RefreshMatviewByOid is used for both REFRESH and CREATE MATERIALIZED
VIEW.  This flag is currently just used for handling internal error
messages, but also aimed to improve code-readability.
