Add OWNER option to CREATE DATABASE, so superusers can create databases

Browse Source 
on behalf of unprivileged users.  Also, make '=' optional in CREATE
DATABASE syntax.  From Gavin Sherry, with kibitzing and docs by Tom Lane.
