refactor: re-add ATExecAlterChildConstr()

ATExecAlterChildConstr() was removed in commit 80d7f99049, but it is
needed in some subsequent patches for the NOT ENFORCED feature, to
recurse over child constraints.  This adds it back in slightly altered
form.
