Teach map_partition_varattnos to handle whole-row expressions.

Otherwise, partitioned tables with RETURNING expressions or subject
to a WITH CHECK OPTION do not work properly.

Amit Langote, reviewed by Amit Khandekar and Etsuro Fujita.  A few
comment changes by me.
