The release notes are checked against git history that ends at the newest commit of HEAD that is also in integration, which leaves out commits made only on a release branch. CI has no local integration branch so the history ended at HEAD and included release branch commits. A release branch commit with the same subject as an integration commit then made the subject ambiguous. CI now fetches integration from the project repository into refs/remotes/upstream/integration. The history ends at the merge-base with the local integration branch or else with the upstream branch. The origin/integration branch of a fork is not used since it may be stale. The check that every commit is claimed still runs only when the local integration branch is related to HEAD.
