David Steele 1849fb1bfe Work around a slow apt mirror on the runner.
The runner mirrorlist puts azure.archive.ubuntu.com ahead of archive.ubuntu.com and it has been serving at a crawl. apt abandons a mirror that has stopped sending but not one that is merely slow, so apt-get update either takes tens of minutes or hangs until the workflow timeout.

Add an action that drops that mirror, bounds the connection level waits, and refreshes the index under a total time bound with retries, which is the part apt has no setting for. The settings are written to /etc/apt/apt.conf.d so the installs that follow pick them up as well.

Use it in every job that installs packages on the runner, including the ones that reach apt through ci.py. The refresh moves out of ci.py since rewriting the mirror list the runner image ships is about the runner rather than about the run. It was best effort there and is now fatal after three bounded attempts, since an index that cannot be refreshed means the mirror the install downloads from is unusable as well.

The jobs that do their work in containers use the package sources of the image and are not affected.
