The containers are built by a command of its own rather than by an option on a test run, e.g. test.py vm-build --vm=u24. The code that builds them moves from command/test/container.py to command/vm/build.py. The --vm-force option becomes --no-cache to match the option docker uses for the same thing. Since the point of it is to build without the cache rather than to clean up, it no longer removes the images that were built before, which leaves them in place to go back to. The --vm-arch option keeps its name since it also applies to a test run.
