Fil-C 0.684 adds libxml2 and libpq to the /opt/fil distribution, so neither has to be built here, and it fixes the bug where a volatile local declared without an initializer lost its value across longjmp, so the test source no longer has to be patched. That leaves nothing to build, only the distribution to download, which is what the container registry cache was holding anyway. Caching it saved the libxml2 and libpq builds rather than the transfer, so the cache, the registry login, and the write permission on packages all go with them. The job is no longer informational since it passes.
