David Steele a8c1a58116 Generate git-history.cache from git instead of committing it. ...

The doc build now writes doc/resource/git-history.cache from git log when HEAD is not the newest commit in it. The file is ignored rather than committed, and release.py no longer updates it.

The committed cache had subject fixes that release items matched against. Those items now have a commit element with the subject git reports, and the rendered release notes are unchanged.

The doc and dist workflows fetch the full history since the release notes are checked against it.
