DELETE query against memory table with btree index may remove
not all matching rows. This happens only when DELETE uses
index read method to find matching rows. E.g. for queries
like DELETE FROM t1 WHERE a=1.
Fixed by reverting fix for BUG9719 and applying proper solution.

statement, which has the same function.

Due to a previous bugfix which initializes a previously uninitialized
variable, ha_partition::get_auto_increment() may fail to operate
correctly when the storage engine reports that it is only reserving
one value and one or more partitions have a different 'next-value'.
Currently, only affects Innodb's new-style auto-increment code which
reserves larger blocks of values and has less inter-thread contention.

Ensure that innobase_read_and_init_auto performs table autoinc lock when lock_mode = 0
No need for "if" guard around row_unlock_table_autoinc_for_mysql() because
it already performs same check.
Make autoinc_lock_mode variable read-only for duration of running mysqld process.

Previously, UDF *_init functions were passed constant strings with erroneous lengths.
The length came from the containing variable's size, not the length of the value itself.
Now the *_init functions get the constant as a null terminated string with the correct
length supplied too.
mysqldump --skip-events --all-databases dumped data of the mysqld.event table,
and during the restoration from this dump events were created in spite
of the --skip-events option.
The mysqldump client has been modified to ignore mysql.event table data
in case of --skip-events options.
