Problem: setting/displaying @@LC_TIME_NAMES didn't distinguish between
GLOBAL and SESSION variable types - always SESSION variable
was set/shonw.
Fix: set either global or session value.
Also, "mysqld --lc-time-names" was added to set "global default" value.
