Fix the bootstrap to use innodb_fast_shutdown=0 (and the bootstrap
creates a starting point for any test that uses a .cnf file)

Do not allow server to start if binlog_format is set
to a format other than ROW. Also restrict the change
of GLOBAL/SESSION binlog_format value at runtime.
