MDEV-10411 Providing compatibility for basic PL/SQL constructs

An additional change for "Part 9: EXCEPTION handlers"

This construct:
  EXCEPTION WHEN OTHERS THEN ...;
now catches warning-alike conditions, e.g. NO_DATA_FOUND.
