wL#5625: Deprecate mysqlbinlog options --base64-output=always and --base64-output

Adds deprecation warning for the mysqlbinlog options
--base64-output=always and --base64-output.
A warning is printed when the flags are used,
and also when running mysqlbinlog --help.
