Bug#37114: sql_mode NO_BACKSLASH_ESCAPES does not work properly with LOAD DATA INFILE

NO_BACKSLASH_ESCAPES was not heeded in LOAD DATA INFILE
and SELECT INTO OUTFILE.  It is now.
