  Declare auxiliary functions to manipulate mysql.net.last_er* and 
  mysql_stmt.last_er*
libmysql/libmysql.c:
  Use helper functions to set an error in MYSQL or MYSQL_STMT
libmysqld/lib_sql.cc:
