Vasily Kozhukhovskiy 866e5e8328 fix(build): don't build bundled Thrift IDL compiler 
Thrift 0.23.0's compiler build passes --file-prefix-map to Bison,
which the RockyLinux 8 image's Bison 3.0.4 doesn't support. The
compiler isn't used by the build (querytele's generated sources are
committed), so build only the C++ runtime library.
