Gagan Goel a36ea6dbb4 MCOL-5005 Add charset number to system catalog - Part 1.
This patch improves/fixes the existing handling of CHARSET and
COLLATION symbols in the ColumnStore DDL parser.

Also, add fCollate and fCharsetNum member variables to the
ddlpackage::ColumnType class.
