b5534eb847 MCOL-641 Refactored MultiplicationOverflowCheck but it still has flaws. 
Introduced fDecimalOverflowCheck to enable/disable overflow check.

Add support into a FunctionColumn.

Low level scanning crashes on medium sized data sets.
