wc_SlhDsaKey_SignHashWithRandom() returned NOT_COMPILED_IN for WC_HASH_TYPE_NONE, and so did wc_SlhDsaKey_SignHashDeterministic(), which calls it. wc_SlhDsaKey_SignHash() and wc_SlhDsaKey_VerifyHash() return BAD_FUNC_ARG for the same input from an identical check, and the English doxygen for all four says BAD_FUNC_ARG. Return BAD_FUNC_ARG here too, and check both functions for it in test_wc_slhdsa_sign_hash. Add the hashType BAD_FUNC_ARG line to the Japanese doxygen of the four functions, as in the English. Fix three "NOT_COMPILED in" typos in the function comments, and a SignHash() comment that said a bad hashSz still draws from the DRBG.
