Ingo Franzki 325bac511c API: OpenSSL 3.0: Also load the legacy provider to support DES ...

The default provider only supports 3DES and 2DES, but not single DES.
The DES routines inside mech_openssl.c also implement single DES, so
the legacy provider is also needed.
