Add support for the new PKCS#11 v3.2 function list and the new functions
(all of them return CKR_FUNCTION_NOT_SUPPORTED as of now), as well as
for the new encapsulate/decvapsulate attributes.

Add a vendor specific API function named C_IBM_ReencryptSingle to
support data that is encrypted with one key to be re-encrypted with
another key in one single function.
Secure key tokens may provide a token specific reencrypt function, that
performs the re-encryption inside the HSM, so that the data is never
revealed in clear outside of the HSM.
