* Remove hack/tools.go
This was a relic of the time when this repo contained the cosigned
webhook (now policy-controller in its own repo).
These deps weren't included in the cosign CLI, and can just be dropped
from the repo.

This mostly contains the boilerplate stuff like codegen and whatnot to bootstrap a Knative controller. This doesn't contain any of the meaningful type definition aspects, which will follow in a subsequent PR.
