Brad Warren a4760cfe56 Partially revert "Implement TLS-ALPN-01 challenge and standalone TLS-ALPN server (#5894 )" (#6144 )

This partially reverts commit 15f1405fff.

A basic tls-alpn-01 implementation is left so we can successfully parse the
challenge so it can be used in boulder's tests.
