Lloyd Parkes 2f6fbe9987 Add support for NetBSD (#8033 )

* Add support for NetBSD by telling certbot-nginx where the nginx
configuration directory is.

* Update the CHANGELOG.

* Pass the right type of sequence to "in". Thanks lint.

* Adjust the CHANGELOG.md entry following feedback from ohemorange.
