pat-s 73398efe24 feat: add maintenance option to clean up stale agents (#415) ...

- Via env var `CROW_MAINTENANCE_STALE_AGENT_CLEANUP_ENABLED`
- By default, agents which are disconnected for more than 1d are being removed from the agent registry
