David Walter 6422c8dcb6 fix(graph): honor $select=actions on the permissions list endpoint (#12419) ...

ListPermissions only special-cased the $select for the roles allowedValues, so
a request selecting only @libre.graph.permissions.actions.allowedValues still
received the roles allowedValues too. Add the symmetric projection: when actions
are selected, drop the roles allowedValues and skip the share lookup, mirroring
the existing roles-only path.
