docs: reflect in-tree web merge and relicensing in README ( #12962 )
...
The web frontend was merged in-tree under web/ and relicensed
AGPL-3.0 -> Apache-2.0 (#12491 ), but the README still linked web as
a separate external client repo and had a stale copyright year.
