Experimental: add new WiFi (pseudo) modes: WIFI_SHUTDOWN & WIFI_RESUME (#6356)

* add new WiFimodes: WIFI_SHUTDOWN & WIFI_RESUME with example
* restore WiFi.onWiFiModeChange()
